Depending on your:
- cell phone provider, you may not have cell service in Portugal. You may not have data.
- cell phone, you may need to purchase a SIM card in Portugal or an E-SIM online before
- you must own your phone to do either of these. If you make payments, you don't own it.
- it must be UNLOCKED by your cell phone provider (this takes some effort so start now!)
